Ο Δρ. Ιωάννης Νασιούλας καλεσμένος ομιλητής στο Διεθνές Σεμινάριο "Παροχή Πληροφοριών για την Κοινωνική Οικονομία" που διοργανώνει το Υπουργείο Απασχόλησης και Κοινωνικής Πολιτικής της Βουλγαρίας στη Σόφια, 18-21 Νοεμβρίου 2015.
The international seminar is aimed at presenting the opportunities and exchange of experience in information provision of social economy. Of practical interest are the information channels and sources by which could be raised the visibility and popularity of social economy organizations, their contribution to improving the living standards of disadvantaged groups and achieving higher economic growth. It is an initiative that is expected to contribute to implementing policies in this area.
The basic ideas for promotion and development of information provision are enshrined in the National Concept for Social Economy (the Concept) in the first two-year Action Plan for Social Economy 2014-2015 (the Action Plan).
To achieve the objectives of these documents it is necessary to implement information sharing at different levels within the standard procedural requirements and to increase the visibility and awareness of issues of social economy.
A website of MLSP on Social Economy was launched in order to be ensured dissemination of results of the implementation of the Concept and the Action Plan and to be achieved greater transparency with the possibility of feedback. Due to the increased involvement of the state in the field of social economy, there is also higher activity of civic organizations through various events of informational orientation (seminars, awards, Internet forum on social economy, etc.). The media also contribute increasingly to dissemination of good practices and increasing visibility of social enterprises in society.
Information provision is a process that involves phased implementation of various activities including information days and campaigns, trainings to promote ideas of social economy, etc.
To be "visible", social enterprises need first of all recognition and statistical information provision. In this regard, MLSP successfully implemented a project partnering with the National Statistical Institute, the Agency for Social Assistance and the Central Cooperative Union, which aim was to develop a methodology to identify social enterprises through a statistical survey, which has to indicate their number and their social and economic characteristics. Through a discussion of the results in the context of other similar projects of Member States financed by DG Growth (Internal Market, Industry, Entrepreneurship and SMEs), the European Commission will contribute to an enrichment of the experience gained so far in the study of social enterprises in the country and in other European countries.
The participation of individual countries within this initiative aims to contribute to a more detailed discussion and assessment of opportunities, prospects and possible future joint activities by providing information on social economy.
Expectations are aimed at allowing for more accurate reporting of social economy enterprises, their presentation to the public, discussing and formulating actions for greater openness within the next Action Plan for Social Economy 2016-2017.
The participation of representatives of the European Commission has a facilitating and supportive role related to identifying specific actions for more rapid and effective implementation of European practices.
II. Seminar Objectives
Through the seminar it is expected to be achieved the following objectives:
1 / to be assessed the situation and to be identified opportunities to improve statistical provision of social economy
2 / to be discussed important for the national theory and practice international experience and good practical solutions for statistical reporting of social economy enterprises;
3 / to be explored and exchanged foreign experience and to be reinforced the legitimacy of the ideas in this direction set in the National Concept;
4 / to be launched international interaction and cooperation in the implementation of common for the social economy sector key ideas and / or guidelines for statistical monitoring of social enterprises and information provision.
III. Description of the Seminar
The seminar is held within four days and takes place in the form of presentations, discussions, visit to a social enterprise and presentation of conclusions. Thus the participants share experiences and good practices, both in terms of the Bulgarian model and in terms of the level achieved in other countries.
Within the discussion panels will be provided an opportunity to be outlined and discussed important aspects of the practice of statistical and information provision of social economy.
Particular emphasis will be placed on the results of the actions of the Government of the Republic of Bulgaria to promote and develop statistical and information provision of social economy.
IV. Target Group
The target group includes expert and managerial staff of the Bulgarian Ministry of Labour and Social Policy involved in the process, other state and governmental institutions, such as the National Statistical Institute, the SLUs to the Minister of Labour and Social Policy, etc.; social partner organizations, non-governmental institutions, representatives of the social economy sector in the country, media, and other stakeholders. There will be invited key experts from the member states of the EU,who have implemented projects related to statistical provision of social enterprises, as well as representatives of the SEE countries to be exchanged experiences and good practices in the region.
V. Results expected
1. Raised awareness on the basic ideas of the National concept of social economy, of statistical and information provision of social economy;
2. Increased knowledge on opportunities and key activities of the statistical and information provision of social economy within the EU and some member states of the EU;
3. Improving skills to analyze the impact of social enterprises on the standard of living of people through use of appropriate information tools and statistics;
4. Creating good relationship between the participants, who come from different regions and different countries, thus disseminating good practices and establishing partnerships;
Identifying opportunities for international interaction and cooperation in implementing common for the different countries ideas and views on practical implementation of measures in the area covered by the seminar.
